Windows won’t let me run Excel NRUA
If Windows asks for security permission to run Excel macros (such as “all macros may be disabled” or “macros blocked from running”), follow these instructions:
– Take note of these instructions and close this Excel file.
– Open ‘Windows File Explorer’ and select this Excel file.
– Right-click and select ‘Properties’.
– Click ‘Unblock’ in the bottom right corner. Click ‘OK’.
– That’s it! Reopen this Excel file.
Legal basis. Advantages of using Excel NRUA and benefitting from the N2 Application.
Order VAU/1560/2025, short-term accommodation data. Article 2. Information form for short-term rentals. … The information form for short-term rentals must be submitted during the month of February each year, with information on rentals made in the previous year. One information form must be submitted per property, ship, vessel or naval artefact.
This Excel NRUA allows you to have each lease, regardless of the property, in a row of an Excel spreadsheet, which everyone knows how to use. If the number of properties and leases increases, it doesn’t matter: just add rows, in any order, and you’re done. This programme is designed to keep all the leases for the financial year in a simple Excel file, whether there are a few or millions. It has all the connectivity of Excel: typing, copy-and-paste, CSV files, databases, whatever is necessary. And it generates the .zip file to be deposited electronically in the Registry, or in person as well.
The N2 application has been developed and published by the Association of Registrars, with its use in the Registry in mind, so it has very good presentation and filing functions, functions that are not public and that no software manufacturer can reproduce. However, when it comes to user data entry, there is no comparison with the ease offered by Excel. That is why, in addition to the Excel NRUA data entry and management features, we have also incorporated full connectivity with N2, in case you want to take advantage of its filing functions. It is the perfect combination!
Identification of the property/vessel/boat/naval artefact (CRU) and activity of the NRUA.
The Unique Registration Code (Código Registral Único CRU) is like the ‘ID number’ for each property, building or naval vessel issued by the Spanish Registry of the Property with the Title Deed.
The Unique Rental Registration Number (Número de Registro Único de Arrendamientos NRUA) is issued by the Registry on a CRU and is mandatory for short-term rentals. A CRU may have several NRUAs, for example to differentiate between rentals for entire dwellings or for rooms.
Order VAU/1560/2025 requires the annual filing, in an information form for each CRU, of the leases (or absence of activity) of the NRUA (or each of the NRUAs) that that CRU has. That is, one file for each CRU where there are NRUAs. This deposit must be made in February at the Land Registry where the CRU is registered.
Each CRU must be deposited independently, and a fee must be paid for each of its NRUAs (€27.05 + VAT per NRUA in 2026).
The NRUA has 53 characters. Characters 11 to 24 are the CRU to which the NRUA belongs. Characters 1 to 5 of the CRU (i.e. characters 11 to 15 of the NRUA) are the Registry code. The first two characters of the Registry code are the province (01 to 52 with Ceuta and Melilla).
You can check that an NRUA code is correct and active either with the N2 programme or by consulting it here.
Files generated by this Excel NRUA software for filing to the Registry
To check the operation of this software, click on “Datos de ejemplo (Sample data)” and then on “Exportar los ficheros a depositar (Export files for filing)”. On the first sheet of data, the software provides some test examples and exports them as if they were to be filed with the Registry or used with the Registrars’ N2 application.
For ease of use, the programme generates a subdirectory, such as 07013-MAHON, which groups the CRUs for each Registry. The name of this subdirectory has five digits, a hyphen and the name of the Registry (where 07 is the province code and 07013 is the Registry code). In this way, each subdirectory contains the files generated for each Registry, and each file generated refers to a CRU containing data from its NRUAs.
The following files are created in the subdirectory of each Registry for each CRU (containing various data from their NRUA):
Option to deposit electronically in the Registry: File 2025-07013-07013000601200.zip with the lease data in .XBRL and .XML format
Option to deposit in person at the Registry: File 2025-07013-07013000601200.zip.Huella.pdf with the digital fingerprint of the .zip file for printing
Option to import and then deposit using the N2 application: File 2025-07013-07013000601200.N2.CSV with the lease data for that CRU
The prefix or common root of all files for each CRU is of the type 2025-07013-07013000601200, where 2025 is the financial year to which it refers, 07013 is the Registry code and 07013000601200 is the CRU code. Note that the Registry code, as it is already included in the CRU, appears as twice.
Instructions for preparing lease data
Place the leases on any sheet except the ‘Template’ and ‘Instructions’ sheets. This programme is distributed from the factory with sheets numbered 1 to 7, but you can rename them, clone them, or delete any sheets you wish. This programme reads all sheets as if they were a single sheet. You can place leases in any rows (except row 1, header), consecutive or not, and mix NRUA leases as appropriate, regardless of CRUs or registration codes. The programme will group leases and export files in the correct order.
Each lease is placed in a row, declaring the NRUA, the Purpose (Finalidad) [1,2,3,4,5], Number of Tenants [1-999], Entry Date [DD/MM/YYYY] and Exit Date [DD/MM/YYYY]. If the NRUA has had no activity in that financial year, just enter the NRUA and the programme will understand No activity. For convenience, the programme automatically copies the NRUA and Purpose to the following rows that have declared dates. Empty rows are ignored.
A selector allows you to choose the Purpose (Finalidad) from: 1-Holiday or tourism, 2-Work, 3-Studies, 4-Medical reasons, 5-Other
The number of guests must be greater than zero, from 1 to 999
The date of entry, in DD/MM/YYYY format, must be from the year of the declaration or the previous year. It cannot be left blank.
The date of departure DD/MM/YYYY must be from the year of the declaration or left blank if the guests are continuing into the following year (departure after 31 December).
When exporting the data, the programme will display warnings and errors in column F of ‘Programme messages and warnings’.
You can use column G, ‘Reserved for the user to enter their own comments’, freely for whatever you wish.
Enter data about leases
You can type in leases manually, or use copy and paste if you have them available in another programme.
You can import a flat CSV file (see RFC4180) with leases, which will be added to whatever is on the first lease sheet.
Click ‘Exportar CSV’ (Export CSV file) to get a sample CSV file, and click ‘Importar fichero CSV’ (‘Import CSV file) to see it in action.
You can select fixed-length fields or one of several separators in the options on the sheet ‘Modelo’ (Dashboard) .
You are able to prepare the CSV file from your own computer system. It has one lease per record and ends with a line feed (LF x0A). The carriage return (CR x0D) is ignored if it exists. The order of the fields is the same as in N2, for compatibility. The fields can be fixed length or have separators (;).

To delete any previous data and clear everything, press the ‘Vaciar hojas‘ (Clear sheets) button.
Filing to the Registry. Each CRU (which corresponds to a .zip file) is filed individually.
To file anything electronically with the House of Registrars, you must be a ‘subscribed user‘ ‘usuario abonado’. Go to registradores.org -> Electronic Headquarters (Sede electrónica) -> User Access (Acceso usuario) with your electronic ID or Cl@ve.
You can submit the .zip file directly to the Registrars’ Electronic Headquarters. See ‘Manual de introducción Depósito de Arrendamientos‘ (Introductory manual for filing lease deposits).
You can also use the N2 application from the Association of Registrars to deposit leases.
Open the N2 application from the Association of Registrars, and you will see the ‘Import and validate fingerprint’ function to import the .zip file generated by Excel NRUA. It would be as if you had created a form in N2 and typed in all the data. Then you can submit it from N2.
With N2, you can also alternatively (but it is more laborious) import only the rental data generated by Excel NRUA into N2. Create a new form in N2, type in the representative’s identification data in “Submission instance”, go to “CRU activity – p1” and delete the first NRUA line that N2 will have automatically generated (because when you import it, that first row will appear as a duplicate and it’s a mess). Go to “Form” > “Import data” and select the .CSV file with the lease data (any .CSV data that is not from the form’s CRU will be ignored). Indivudual file N2.CSV corresponding to that CRU, generated by Excel NRUA at the same time as the .zip file
Common file .CSV with the data from all the CRUs in Excel NRUA, by clicking on ‘Export CSV’ (‘;’ separator option) (Exportar CSV separador ; punto y coma).
Once you have the data in an N2 application form, you can use the N2 options for electronic or in-person submission.
You can also go to the Registry in person with the .zip and Huella.pdf (digital fingerprint on .pdf) files (generated for each CRU by both Excel NRUA and the N2 application) and file the deposit yourself.
